Vietnam Expands VNeID Access to Foreign Nationals From September 28, 2026

Vietnam is expanding eligibility for its VNeID electronic identification system to foreign nationals who have legally entered or are residing in the country, effective September 28, 2026.

The change removes the previous requirement for foreign applicants to hold a Permanent or Temporary Residence Card.

Level 2 VNeID accounts are available to applicants aged 6 and above and require an in-person appointment for biometric verification, including fingerprints and a facial image.

Implementation is currently being rolled out in Hanoi and Ho Chi Minh City, with guidance published for both cities. Wider rollout is expected to follow.
